Espaços Protegidos Transfronteiriços:
Patrimônio Natural e Territórios na Bacia do Alto Paraguai

O objetivo desse trabalho é discutir a patrimonialização de espaços, tomando como exemplo a Bacia do Alto Paraguai, aqui considerada espaço transfronteiriço. Assume- se que o processo de integração regional em curso exige apreciação da região como espaço de composição de distintas malhas de gestão, dentre as quais aquelas que definem espaços de preservação. Argumenta-se que o processo de patrimonialização daqueles espaços tende a modificar a estrutura de governança entre países, permitir o aparecimento de novas institucionalidades e pressionar por negociações mais participativas, constituindo esse último aspecto um dos principais desafios para o cenário de integração regional. Para a realização deste trabalho, foram levantadas informações em órgãos internacionais que tratam dos espaços protegidos. A análise empreendida busca evidenciar as diferentes escalas nas quais o patrimônio natural é elemento que atua na constituição de novos territórios. Nos espaços transfronteiriços, a implantação de unidades de conservação pode representar simultaneamente obstáculo e incentivo à integração.
