This is a translation of a text by José Antonio Viera-Gallo, then Undersecretary of Justice in the Allende government, published in the Cuadernos de la Realidad Nacional of the Centro de Estudios de la Realidad Nacional (CEREN), nº. 11, January 1972, of the Catholic University of Chile. In this text, the author addresses the challenges with respect to the Allende government, especially as regards the approval of legislation that defines the three areas of the economy (social, mixed and private), whose purpose would be to expand the social area, and why not the triumph of the popular movement.
