The update of the culture of crisis expressed in the “INSS Digital” proposal

In this article, we present the digitalization process of the National Social Security Institute (INSS), part of a wider context of “modernization” of the state’s attributions based on its neoliberal management. This process takes on particular characteristics in Brazil and is an expression of what we call “updating the culture of crisis”. Despite the desire to reduce bureaucracy in the user population’s access to social security benefits and improvements in the quality of life of INSS workers, explicit in institutional documents published in 2017 (at the beginning of the implementation of “INSS Digital”), the concrete execution of this process presents other features. Through documentary research and reviewing the literature, it was possible to see that the contemporary picture is one of an increase in queues and appeals before the institution’s Appeals Board, closing of Social Security Agencies, reduction in staff and, therefore, of hampered access to the rights under its control.
