State-Municipal Cooperation in the Context of the Pandemic: The Case of Salvador City Hall with the Government of Bahia

Within a context of national lack of coordination, observed in the face of the covid-19 pandemic, the work is presented as an inter-federal cooperation process or exchange between two subnational entities occupied by historically rival political coalitions, which are ready to produce a common resource that is or fight covid-19. As an aid to the theory of common pool resources theory delimited in IAD Framework, the work aimed at analyzing the decision-making process of inter-federative cooperation that led to the production of a common resource – combating COVID-19 , I have as an analysis unit the decision-makers and the institutions of the Government of the State of Bahia and the Municipal Prefecture of Salvador during the COVID-19 pandemic in 2020.
