The Constituent Assembly and Political Transition

.Abstract
Certain conjunctures of the political transition in Brazil help to explain
part of the conflicts which occured during the process of constitutional elaboration as well as contradictions in the final draft. This article establishes
the relation among this context, its consequences in terms of scientific
and technological policy and action taken by the present government.
The author takes the constitutional process as one moment of the "conservative
transition", not yet concluded.
