Tracing the parallel histories of Brazilian constitutional processes and scientific institucionalization, the comparison between 1946 and 1987 shows that the present phase of political transition to democracy finds the scientific community at a new level of consciousness as to its role in the country’s development: the main instruments necessary to enter the third millenium are those provided by science. Having attained this level of maturity, the University’s task is now the transmission of the idea that the road to development lies necessarily in the field of scientific and technological research
