THE NETWORK FOR THE PROTECTION AND DEFENSE OF HUMAN RIGHTS:

an exploratory study on its response capacity

Abstract

In Minas Gerais State there is a scenario of low response capacity of the network that combat human rights violations. This is the conclusion reached by quantitatively analyzing the return of the human rights protection and defense network against the complaints sent by Disque 100. Between 2016 and 2019, the Disque 100 service registered around 110,000 complaints in the state, of which only 17.2% had any response. In view of this scenario, this work aims to better understand the performance of this network. For this purpose, more than 7,000 referrals made by Disque 100 to the State were analyzed in 2016. These complaints were directed to thematic groups: children and adolescents, racial ethnicity, elderly, people with disabilities, LGBTI, people with restricted access to freedom and homeless population.
