Considerations on the Evolution of the Treatment of China-Latin America Relations in ECLAC Documents

This paper has the general objective of understanding ECLAC's treatment of China as one of the main trading partners of the Latin American and Caribbean economies, as well as global power with increasing influence in the region. In 2008, the international financial crisis revealed some new facts. The main was the massive inflow of Chinese companies' investments into countries in the region. Another element was the new stage of the commodity price supercycle, whereby resource-rich economies experienced a relaxation of external constraint. In this regard, the countries of the region have initiated initiatives to retake instruments and institutions of regional financial cooperation, as well as revived the 'old developmentalism' in economic integration. It is hoped to clarify whether ECLAC has treated China as a trading partner by which it would be possible for the countries of the region to achieve growth with equity and technical progress. For the purpose of the article the publications of the institution have been mapped since 1994, when the first document on China was published. The methodological procedure adopted was the documentary for data collection, in which ECLAC institutional documents were collected and analyzed to gather their information and, for the purposes of this article, to analyze them.
