Talks about the system, library networks and the documentation services. Enumerates some essential points for the effectiveness of the information transfer: the establishment of an informational politics, the compatibility of methods and processes, availability of the means of telecommunication and qualified personnel, reduction in the operational costs. Focuses the Brazilian problem and the necessity to establish a national system for Scientific and Technical Information based on the NATIS model.
