Abstract

The paper discusses the coupling of Brazil's trade policy to MERCOSUR in the context of institutional and operational crisis. The difficulty to conclude a bi-regional agreement with the EU should encourage Brazil to rethink the general framework for joint negotiations, seeking to develop new international reintegration mechanisms.
