Working modalities and social exclusion: Some conjectures with regard to the nineties in South America

.Abstract
The author seeks to understand the causal relation between social
exclusion and employment policies in the recent past in South America.
He emphasizes specially the incompatibility of a liberal and anti-assistentialisties
State’s policy with any stabilizing democratic continuity.
The analysis is founded in the comparison with State policies in
Europe, particularly in France, and in south America inside three articulated
topic axes as following: a) demographic variable; b) chang ing
articulations in the social and productive rules; and finally c) the relation
of the citizens regarding the possibility to have access to public
utilities.
