Abstract

With the definitive inauguration of Brasilia as capital of Brazil, the need to create services to support life arose with it. In the first years, they were concentrated on W3 Sul Avenue, which according to the initial projects, would be secondary, with a view to the logistics of supplying the city. Even in the early years, the street generated a centrality, concentrating the main department stores and supermarkets, until the end of the 1970s, when, after the consolidation and establishment of shopping malls, it gradually declined, remaining since the end of the 1970s until the present day. Since the mid-1990s, based on public policies, there has been a discussion of its requalification, with the implementation of other uses and functions, with the peak taking place today, with the revitalization of part of its infrastructure, pavements, public gardens and bus stops, with the general priority of leveraging the productive sector and maintaining the existing ones and reopening equipment linked to the third sector. From the understanding of bibliographic references and interviews with consumers, managers, shopkeepers and employees, in addition to field research on a Friday before Mother's Day in the year 2022, it was investigated, through a quali-quantitative research, whether the intervention was consolidated and successful and whether the downward trend of the W3 Sul was reversed. It was found that even after these actions, two-fifths of the establishments are closed, and their functions are concentrated in the areas of banking services, food and beverages, education and preparatory courses and home and home, especially to support the workers in the surroundings. Despite the adequacy of the infrastructure, with the leveling of the sidewalk and the placement of tiles and tactile paving, the public policy partially solved the adequacy of the sidewalk and insufficiently solved the central issue of government action.
