Abstract

Asymmetries in the South American integration lead  to a concerted effort to articulate policies that promote political and economic strengthening. The FOCEM represents a mechanism that seems able to mitigate the structural gap between the members of the MERCOSUR, but it shows problems that make it difficult for it to produce immediate benefits.
